Who accounts the top power?

As I scale up my knowledge from local to global, from first world to third world, I have strongly started sensing this pattern. And my question has only gotten more intriguing (and quite saddening) - who controls the top power?

The power

“The power” is anything to which you have to obey, usually with no questions asked. With this it could be your parents (if you obey) = the power, your boss at job? the power, any insitution you are part of? the power, any service you take which you cannot question, like your water provider? the power. Government? Police? Railway? Airway? The power.

Bit clarification

Don’t get me wrong. I am not here supporting the decomission of police from our town, nor to protest every government actions which doesn’t align to my ideology. I rather believe and appreciate the existence of each and every organsiation which has evolved through time and human civilisations. They all have a key role in our day-to-day, WITH a balance, ofcourse

So what is it about?

It is about where the power chain ends. I am referring to the top table who can run away from anything because there was never a one with power to account their actions as they happen.

Imagine, your boss who’s under some other boss, who is again under a bigger boss. And the chain goes on.. But what about the visionary here. The leader here, who has acheived it? Is he no way to be held accountable for his actions?
Over that now wonder about the person at the top of power in your government.. Even in the most democratic country, how much is he accounted? Why not especially when he behaves, instead of later?
Be it developing country like India, or first world country like England - or per say, Russia/China.. Or collectively the UN! Who’s above that? Who accounts for them?

Questions and thoughts

I wonder if this is also a reason to prefer a job in public sector as a job for public should stand a step ahead than any private position (ethically), however, with that they do own bit more power to be (and not be) accountable for.
For centuries it has became a norm to work 5/7 days, 8 hours excluding the travel you take to/for the office. Why is it not convenient enough to question the power, and simple enough for ordinary Joe to understand and discuss the public welfare of their fellow people.
Why actions go unrecorded and unpublished just because you are the top of the power?

Perhaps, the human nature had always been about the achieveing the power and doing what you want - be it any ruthless, unethical and unemotional ways - just because now they are the top?
